This is where previous games and Reach differ. In previous games it is always best to fire as fast as possible, from the Halo 1 pistol to the Halo 3 battle rifle. In Reach, you need to pace your shots to be most effective. This is the fundamental difference, and why bloom isn't simply showing something that was always there. Technically, the code for bloom has been in Halo since Halo 1 (weapon initial error, final error, acceleration time and deceleration time), but at best it had an imperceptible effect, and in most cases it had no effect at all. Sniper rifle? Always 100% accurate. Plasma rifle, needler, plasma pistol, flamethrower, rocket launcher, shotgun? Deceleration time of 0 seconds. Pistol? Deceleration time of 0.2 seconds, which is less than the 0.29 seconds between shots, so as long as you don't hold the trigger down, it might as well not exist. The assault rifle and plasma cannon have bloom, and that's about it for Halo 1.
