So if it's torture for those people, why don't they quit too? The only reason I can imagine is that they are worried about their rank (another less likely scenario is having to reform your party in the lobby). And if that's the case, that's the price they pay for caring about such things. The more one weights rank in the measure of fun, the more times one has to put up with situations like this.

No, the real problem is trying to keep people from quitting, not to figure out how to punish those who quit. This means providing a better overall experience.

But what if I don't care about my rank, and I just play for fun? So I'm in a game, I quit because it's not fun for me, and I lose 5 ranks, only to possibly screw up games for people who are ranked lower than me (and I am better at the game at), causing them to quit because it's not fun for them, and so on. This is a bad idea, though, mostly because one assumes that rank means the same thing to all people.

Another bad idea. I don't pay for Xbox live to impose penalties on me for not enjoying a game. So I should sit there in a match where I'm experiencing unplayable lag, because if I quit, I'll just have to sit in the lobby and wait for a better game?

If by loophole you mean a way to abuse the system you've created, then sure, there are probably loopholes. But it's a dumb system because it forces recreational players to take it more seriously than they might want to.

The problem with this "solution" is that it focuses on penalizing people as a means to stop quitting rather than give people more incentives to stay in the game. I believe they've mentioned a "voting" system, which will help provide immediate feedback on gametypes and keep people from playing a game they have no interest in. They've also mentioned some change to the ranking system (that is, the way it is displayed to the player).
