Nah, they're one creature, made up of smaller symbiotic organisms. Kind of like a Portuguese Man-'o-War (a creature similar to a jellyfish).
It sure explains why it takes so much to kill them. And, they're sentient. Bungie's Covenent bestiary describes their battle tactics as brilliant, which I reckon means thier pretty bright.
