My God, but these are some unorganized thoughts. I just sort of wrote them as I had them. Bear with me.

There is an assumption here that the Long Journey is exclusively the firing of the Installations. This seems unlikely. It would probably be called "the Great Cleansing" or something like that if it were. To me, "Journey" implies that the Prophets want to go somewhere. I believe that one of them says something about "finishing what we started," which could imply that the Prophets are the Forerunner. Earth seems to be their destination - it has some unknown significance to them.

I'm going to break up this block of text here to save your sanity.

I presume that the Ark is safe from the Installations, so perhaps they must be activated preparatory to the Great Journey - which could be a retreat from the Flood through a warp gate or something located on Earth. The Covenant apparently didn't know about the Halos all this time - and might not have been able to Reclaim the Index anyway, since only humans seem to be Reclaimers. As to them not expecting the humans on Earth, despite the fact that the Monitors view us as "Reclaimers," that implies that the Prophets might not be the Forerunner. The Forerunner could have seeded life on Earth - their legacy to "reclaim" the Installations and activate them again, keeping the Flood in check by periodically wiping the galaxy clean, thus keeping the Flood quarantined in our galaxy and keeping the Forerunner safe wherever they are. Forerunner artifacts all seem to focus on activating Halo or pointing in the direction of Halo.

The Prophets could be enemies of the Forerunner, looking to take the Great Journey to where the Forerunner are so as to fight them and destroy them.
