Bungie made the poor design choice of linking them into a single : system that when you reduce the bloom you reduce the amount of spread. It's still only visual. The "refresh rate" (the speed at which the weapon resets to minimum spread after the last shot is fired, which is increased in the "85% bloom" setting) is merely reflected visually in the bloom. The reticle resetting to its minimum size is simply telling you "Your weapon will now be at its most accurate when you fire." The reticle blooming doesn't affecting anything in and of itself; it's only a feedback mechanism. RoF-based shot spread has always existed in some form in Halo, but this is the first time our targeting reticle is giving us feedback on the matter. Yes, the two are inextricably linked in Reach, but you're confused in thinking bloom is the causal agent. Bloom doesn't cause shot spread. Shot spread causes bloom.
