This has been a debate forever (Video by Spartan117FS), and nobody seems to know exactly what the reality is, so I figured I would go ahead and make a video that actually demonstrates a reasonable sampling of possible cases.
Halo 1 Bloom Test
It's a lot weirder than most people realize. Almost everyone agrees that tapping the trigger rather than holding it reduces bloom, but most people don't realise that the sort of tapping matters. I don't know if it's because the game has difficulty detecting releases if you release only for brief moments, or if there's some other mechanism involved (like if bloom increases while trigger is held and decreases while trigger is released), but the less time you spend with the trigger depressed the better. Tapping up looks almost as bad as holding the trigger, while tapping down looks almost as good as firing slowly.
Halo 1 is effectively a zero-bloom game for precision weapons... as long as you play to its weird nuances.
