I'm not sure why people are confused about targeting bloom? In Reach, targeting bloom is nothing more then the targeting reticle visually displaying projectile spread by expanding and contracting depending on the speed the trigger is pulled. Basically, bloom is a visual representation of projectile spread displayed by the reticle "blooming". In Halo 1, the targeting reticle is a static image for all weapons.
