No, they use contracts for that. :) Don't you think it's odd that MS would let the studio go independent? Do any other third-party studios that get acquired end up spinning themselves out again as independents? Generally, no. If they are successful they are kept open. When they fail, they are closed. We've no idea what exchanged hands here, or even between whom. However I think it's a fair bet that the conditions from Microsoft's side included a certain level of commitment to the Halo franchise from Bungie's side, at least as a bridge over to whatever MS plans on doing with it next. I think that because Bungie is now independent, they have the freedom to work on things besides Halo. It may have been too much to expect them to be able to completely stop working on Halo-- at least, not immediately.
