Your second answer is more reasonable than your first. We know that the Halo has the potential to win the war for humanity. If that's the case... you weigh the value of a colony against losing an entire war. Hm, tough choice don't you think? The story does... "Whenever they come in contact with one of the human outposts they wipe it out utterly without any word, without any warning, a couple cryptic messages, but then they raise the planet in a tremendous firestorm..." Now, puh-leez... you're telling me that out of dozens of colonies they cannot extract a *SINGLE* clue as to where Earth is? You're saying that if they tortured dozens of weak humans they couldn't get multiple confirmation on the co-ordinates? You're saying out of ALL those city sized colonies there wasn't one piece of unencrypted data that pointed towards Earth (it's not like we are EXPECTING an invasion)? There's no such thing as star charts, travel logs, books, libraries, or any other way of finding info? As unreliable as torture may be, when you've got colony after colony of *civilian* victims to torture... it ain't too hard to get an answer. Hell, I betcha they teach the co-ordinates for Earth in elementry school the way we learn geography now! Now that's silly.
