If you are saying that Halo could have orbited a planet when it was built, maybe, but it would have to rotate very quickly to offset the planet's gravity if the ring orbited only a short distance from the surface. Also, the surface of planets like earth are not all that smooth, there are mountains and valleys so it would take a lot of engineering to keep the thing in a stable orbit without it colliding with the surface of the planet.
If Halo ever did orbit anything, I think it would have been something much smaller than an earth sized planet.
I think, as for the vegetation, it is easier to just plant the vegetation from seeds and soil samples.
