Reclaimer strikes me as a role title that would apply to anyone reclaiming the tech, even if humans are Forerunner. This is especially reasonable when you consider that, back in those days, "Forerunner" seemed to have likely been a descriptive title applied because the Forerunner civilization fell long ago.

That is, it was totally reasonable to think that the "Forerunner" refers to the humans who existed before, while "Reclaimer" refers to those humans here now, reclaiming what was lost.
