If Bear is sticking to established canon: that F==H but that Humans don't know then he would be obliged to make it appear that it was possible for people to be not idiots and also not be aware of F==H. So his writing could be a good faith attempt to tackle the subject. You can see some of the mechanics of what he is doing. I think that he wants it to be possible that the Haloverse Earth is our Earth; he doesn't want any obvious conflicts. I think that he wants human origins to be further back than what the fossil record suggests, hence the idea that we had been de-evolved. That solves the fossil problem but doesn't address any other evidence of a technological civ on earth ~100,000 years ago. The Forerunners could have been taken from Earth by the precursors and then uplifted elsewhere. The majority of human progress has happened in the last few centuries. Or ability to manipulate the natural world has grown since the Enlightenment and the adoption of the scientific method. Any species could be taught those things in a single generation. So there may not be a need for any long period of development prior to 100,000 years ago. But maybe Bear felt that he needed time for the Forerunners to rebel and maybe time for them to forget their origins. Though its not clear to me how a people with a printing press could manage to forget something so important. I could understand how it could happen if the Precursors had directly manipulated Forerunner minds to obscure their origins. The Fs could have had (or still have) their own geas. This may explain Ls work on geases, why she became interested. She would need test subjects that were initially geas free hence her interest in Hs. Taking Fs from Earth and leaving Hs unaltered would have left no traces of a tech civ. Fast uplift of Fs off Earth would have left the fosil record consistent, but 343i also wanted Hs to have a tech civ and it appears that we developed one on Earth. That is a problem because I believe that such a civ would have left traces: carbon deposits in ice cores, city ruins, aromatic ring pollutants may have left a mark in our biology, forest depletion, mass transfer of flora and fauna on a global scale, etc. Most of those things are detectable. Darwin proposed his theory of evolution to explain the geographic distribution of species. That distribution would have been different if we had had a high-tech civ on Earth. Look at what has happened on Hawaii and on the Galapagos islands once ships and planes started to arrive in numbers. Look at the introduction of placental mammals to Australia since Europeans arrived. Moving on... If Fs were Hs that Precursor meddled with and if Hs were unaltered and achieved their greatness on their own, then maybe the Ps would have viewed us as untainted. The story is that the Fs have been judged and found unworthy. we are being judged and the jury is still out. But, note, L has been tampering with us. Any taint added to Fs by P tampering could have been transmitted to us. (If such a thing as a taint exists) She could have doomed us in the Flood's eyes by tampering with us. Sins of the fathers, the fall of Adam, original sin, etc
