I tend to treat that as hyperbole (though maybe I shouldn't). Treat this as, mostly, tongue in cheek. If it were true then there would be a large turnover of staff. There would be fight rooms in each ship with blood gutters and offal scrappers, easily washed down, and special life support systems that extract the meat products from the water. The ships would be like space abattoirs. ;-) There would be streams of support ships delivering officer candidates and removing the washouts. Or maybe they just vaporize them or feed them to the Brutes and jackals. I assume that if I have to kill 1000 people then I have already killed 999 as will my 999th opponent. Do they recycle the armor? Or is it scraped once the wearer snuffs it? And does the Covenant miss out on good technical staff because they die before they get the job? When do you start training an officer candidate in the technical stuff?
