Chief by lack of information about the Forerunners and its technology. The Arbiter was only in its persuit, fueled by centuries of doctrine and cultural conditioning and his own life long upbringing and service. Not to mention his further actions in Halo 3... What would you have as his punishment? Flogged by Lord Hood?
