Halo 2 was super ambitious in the story department (really, it was super ambitious in all areas) but it never really solved this problem in game design of how to integrate story and gameplay into the same experience. Halo 2 had a metric ton of story to tell, but not many ways to tell it. Compare Halo 1, which had a much simpler story and was able to tell it all easily in the space of ten missions, each bookended by cutscenes. The only real way to add story to a game like Halo is add more cutscenes.
I think people, maybe subconsciously at the time, picked up on the fact that Halo 2 was struggling to tell all the story it had to tell. Then you look at the character of the Arbiter, who doubles, triples, maybe quadruples the amount of story in Halo 2, and you have to wonder if Halo 2's story wouldn't have come out better if it had been kept simple. His story doesn't even really mesh with the Master Chief's. Like halo 1, he was all about saving the world, and his was almost strictly a war story, so story development led naturally to more shooty bits, and vice versa. The Arbiter's story featured completely different characters, and was all about politics and redemption, which plays great in cutscenes but doesn't really translate well into gameplay. So...yeah. That was my impression of his character. I mean, at first I thought it was really cool to be playing as this character in a sort of squad setting with capable allies; but on reflection I feel like the two sides of the story didn't really fit together particularly well.
