The Arbiter was only in its persuit, fueled by centuries of : doctrine and cultural conditioning and his own life long upbringing and : service. : Not to mention his further actions in Halo 3... : What would you have as his punishment? Flogged by Lord Hood? How much closer did the Chief really get? Both of them went on the hunt for the index. The only thing the Chief did was actually activate the Halo (almost), and at least HE was doing it in the interest of stopping the Flood, not for personal transcendence to Godhood. Ok, he stopped the Halos from firing, true. But so did Chief/Cortana. I understand that the Arbiter helped and I respect that, but I feel no personal sympathy as really it was the LEAST he and his race could do to atone for the death of so many. The Covenant were in pursuit of becoming Gods...which honestly is quite the selfish endeavor. I feel little sympathy to the Elites being duped because they were dipped in the process of seeking all-power. Really though, a different background, and one that was more fleshed out, would've made a better character. I understand the Arbiter had a personal vendetta against Truth, and that was important, but I think following the Heretic leader's life to his PERSONAL CHOICE to defect and his discovery of Guilty Spark, etc, would've been AWESOME. Imagine, we'd still get to fight Elites, and we'd have Heretic ex-Covenant on our side. I think that would've been cool.
