I'm pretty sure that they do, though if you turn your Spartan to the side, it will speed up while holding the turret. So basically it's all about the direction you're facing, but you can speed the Spartan up. ODSTs don't need a particular direction for the speed-up, but the official explanation for this from Joseph Staten (was it the PAX panel? or the GTTV interview? or have I missed the mark entirely?) was that ODSTs can run faster with the turret because of "fun." So there's a suspension of reality in order to make the game more fun to play instead of making it so that you couldn't use the turrets at all in Firefight or campaign, which, in my opinion, definitely would not have been as fun.
