The camera is closer to the ground in Halo 3: ODST: an ODST isn't over 7' tall like a SPAETAN-II is. (Brutes and Hunters look more impressive from that angle, no?) This increases the perceived speed of movement.

-- Steve would welcome an actual comparison between movement rates in both games... but would guess that the difference isn't much.
