Outward expansion continued, and the Inner Colonies become a : political and economic stronghold, though they relied heavily on raw : materials supplied by the Outer Colonies. : 1) 210 human-occupied worlds : As it was said in other posts, not every human settlement is a full-fledged : colony. To be honest, if a single person lands a permanent structure on a : world you could say the whole planet was "human-occupied." : 2) human space encompassed more than 800 worlds : ENCOMPASS : *To form a circle or ring around; surround. : *To enclose; envelop. : *To constitute or include: a survey that encompassed a wide range of : participants. : *To accomplish; achieve. : 800 worlds are within UNSC boundaries. That just means there are 800 planets : within our empire, and this doesn't imply that they all have someone : living on them. : So even if we took it as canon, both this and all later material can still : coexist peacefully :-) Those 800 still have some occupation on them though. It's not that UNSC space simply had that many physical worlds, since "ranging from fairly well-tamed planetary strongholds to tiny hinterland settlements" suggests people are on them. That would mean there would be a larger number of actual worlds in that area, only 800 of which have some sort of human settlement on them. In the case of Contact Harvest, we're told the Colonial Administration would prefer to find livable worlds than have to modify them through terraforming...as that technology couldn't outright transform a world.
