That's exactly how we think about it at Bungie. There are certainly hundreds of "habitats other than Earth" recognized by the CA -- private orbitals, military outposts etc. All of these fall under UNSC security jurisdiction. But only the actual planets are properly called "colony worlds". Without getting into which names in your list are the former and which are the latter, suffice it to say that (per my earlier post) the names that show up in the books as planets are much more likely to actually be planets, if you know what I mean. Yes, I'm being intentionally vague. But we need to keep a little wiggle-room, if only so we don't end up having to retcon this post later on ;-) - Joseph
