The : 'largest' Covenant fleet ever assembled is at High Charity, and it is : somewhere around five hundred ships large. If the UNSC had eight hundred : colonized worlds (not just eight hundred documented planets with a couple : of guys and an airtight dome), then five hundred ships would be a pretty : humdrum fleet. Forgive me but I can't totally understand whether you're considering that "a fleet" is not ALL the ships in the Navy. The largest Covenant fleet assembled was 500 ships, meaning a muster out of an indeterminately larger number more - no need to say that either the Covenant or the UNSC only have 500 ships. I might say at least 4 ships per colony for basic defense, making a base fleet of 3200, plus the 70ish at Earth alone (forgot the Reach defense stats...), we'll say maybe 4000 vessels counting less than 10 planets of Earth magnitude of importance. Sound reasonable? --dude
