I don't think it meant evenly matched in numbers, but in successes. A single Elite would be a match for several marines.

That's always what I assumed happened with Regret's cruiser. With the Malta and Athens destroyed, the Cairo wasn't enough to stop every ship from getting through.

It said 800 worlds. Some of those worlds could simply be small outposts, not big enough to be considered colonies.
