Maybe you can kill Johnson on the first level, but if you do you won't get any Pelican support on a later level. Maybe you can kill the Arbiter, yourself, but if you do you'll end up facing much more enemies and you'll get a "bad" ending or whatever. Actually... I can't think of a single way they could handle having Arby running alongside you. Having him permanently invincible would be boring. You could surely trick the AI into charging a group of enemies, then just hide and watch as he runs in to melee ten Brutes to death all at once. Oh crap... Vidoc "rape" scene anyone? Unkillable Arbiter getting trapped in a corner by crazy Brutes but never dying? That'd ruin both gameplay and immersion. Or you could have him killable but that'd likely undermine his role in the game unless you want two completely different storylines, which would still piss people off because nothing after Halo 3 could ever be canon because it's got different endings...
