While he'll probably be playable as for the second player in coop, I still hope he's available to play in single-player. We already have Johnson and Half-Jaw as our invincible AI buddies (already a problem, as you state in your post), and I'm going to be pissed if the Arbiter has been demoted to that position. I actually enjoyed playing as the Arbiter, so I really hope Bungie didn't cave in to all the haters who despised having to play as the Arbiter.
