What if the Halo's worked, but better than intended? Indtead of providing an escape route for just the forerunner, they caused all sentient life in the galaxy to escape this universe through a death-ascension, excluding the ancestors of humanity under the protection of the ark and the Covenant. In addition, they could have timed the device's operation to coincide with the Flood-Forrunner wars. If this was the case, then the Covenant would be right.
