I fail to see a problem with LVIS' dialogue.

Would they? We don't really know how the UNSC views the Spartans; in fact, Admiral Hood views them as heroes who have personally saved his life. The civilians view them as heroes too. Ackerson views them as enemies or freaks, and Hasley views them as chldren. We're never given an official "policy" on how the Spartans are handled.
Can you cite a passage in any of the novels that states that Spartans are considered weapons and not people by the majority of the UNSC government?

Oh please. People have fallen in love with retarded people, disabled people, and grossly overweight folks before, its no stretch whatsoever to say someone could go for a very large and muscular female soldier.

Bungie didn't advise on Armor Testing; they wrote it. Therefore, existing interpretation as to how the Spartans are handled must be revised; they clearly aren;t viewed as wepaons by the UNSC.

You cannot trust anyone to pander perfectly to your particular tastes. That's how it is in the entertainment industry.
