Most of the pieces won't lose their momentum, at least not as you mean it, because it's mostly outside our atmosphere. The space elevator really isn't a building; it's a satellite in geosynchronous orbit, with a long cable that reaches down and touches the Earth's surface (36,000km "down") and up into space (another 36,000km to act as a balance, unless there's a big counterweight to shorten that length). The Earth's atmosphere is really only 100km thick.

Also, if the break occurs near the base of the tower (as shown in the end cinematic for Metropolis) the upper part of the elevator actually gets thrown up into space by the reaction. If you haven't already, take a look at the web page I linked to in this post and watch the first animation to see what it'd look like.

-- Steve's thinking is that the debris in the trailer is "cast off" from the tether's whip-lash; chunks of the ground-side stabilisation rings thrown there in reaction to the tether's sudden move eastward.
