Point to ponder:
the only material currently capable of being used to construct a space elevator is diamond, the strongest substance on the planet.
Therefore, considering that the top of the structure is moving at orbital velocities, that ribbon (assuming "conventional" plans for the space elevator) is under more than a little stress. Something with enough power to drive it BACKWARDS, make the top half move more than orbital speed (7k or so m/s, closer to 8k m/s) the other way, would probably cause a catastrophic enough faliure to not have massive chunks of said space elevator littering the battlefield below.
