Nice theory!
I would have to assume a couple different points:
1) If 343GS gets his power source from Halo, it would be BEFORE the jump. When you arrive at his facility, he teleports you AND himself to the Library. Or, the amount of energy he uses to teleport is inconsequential to him (which Cortana says otherwise).
2) If the power supply could be "broadcast", why couldn't Cortana use this to their advantage (assuming as gspawn puts it, the grid doesn't recognize the Chief as a "user"). But seeing how well Cortana was able to integrate with Halo's core, you'd think she'd find a way around that. Just teleport to each generator.
And what exactly does Cortana mean by "consequential" expenditure of energy? Does the grid require another kind of energy (possibly harmful to 343GS) in order to work? What was Cortana getting at, in implying there is some "effect" (consequence) for teleporting? Could this lead to some form of "rampancy"?

: the formation of the universe. The hydrogen would have been dumped into a
: high comprssion tank for later use in probably thousands of hydrogen
: fusion reactors. This hydrogen was probably elctrified and combined with
: liquid oxygen to make water when 343 sensed that halo was about to be
: destroyed.Thus, the release of energy never happened.(Halo was ripped
: apart by gravometric forces because of a sever weakening of it's support
: spine caused by a massive centralized shockwave that was a by product of
: an expiremental hybrid tri-reactor.)

: 343 probably used a extremely dense and high electron capacity metal (EG
: platinum) or liquid compound that also had a high electron capacity (Maybe
: a lithium based liquid.), or a combination of both. Anyways, the real
: concern isn't storage, it's charging. You will notice 343 uses a wave beam
: (not a gravity pulse, as that would cause disruptions in his immediate
: vicinity, which could be a problem, and would probably recquire more
: energy.) to move about. I believe he could use similar technology for
: material gathering, such as hydrogen. this would have given him
: indefintite power. His survival was based on this wave generator, which
: would have offset any damage. After the explosion , he used the wave to
: move about space, and probably used his reactor and wave generator to
: create a hole in slipspace.
