That's true. However, do we really know if the power source is inert at this point? Many events have been occuring which required the Monitor to activate Halo. Many processes were put into motion, right up to the point where the Index was actually inserted, and the final firing sequences initiated. We're talking about being right at the end where we are about to pull the trigger and snuff the life out of 25,000 LY's of the galaxy. At what point in the process did Cortana stop the activation sequence of Halo? Can we truly say that the power source at this point in time is still inert? The power generators were online for awhile (until you take them offline with an EMP blast), but still, power must have been "collected".
