This wouldn't have anything to do with the advent of chemical warfare, would it? How much skin can you see on an active marine today? Not to mention combat in a vacuum.
Being covered = cyborg?! That's kinda a jump in logic don't you think?
If anything, the silver bits of the Covenant "Cows" look more cybernetic than anything we see from a covered up human marine in simple combat armor. Besides, on a technical note... exposing skin would possibly force Bungie to provide different skin tones to be politically correct! ;)
