You can lateral pass to a teammate who is behind you or directly beside you, but you can't just lob it anywhere. It's very rare because there's a high risk that you'll fumble the ball and the opposing team picks it up. If you lateral it out of bounds it's considered a fumble and the ball is brought back to the yard marker where it went out of bounds. It is a last ditch effort, not so much to affect the game clock as it is to keep the play going. You'll see it used in trick plays (like a reverse) where the offense wants to direct the defense's attention to the wrong side, or in kick returns where the game is nearly over and the returning team deparately needs to score or get good field position. In that case the risk is important enough to do it.
