Intelligent Flood is affected by the Halo effect. Intelligence seems to be what it targets. All that would be left after the firing of the Halo Array is non-sentient animals and Flood in lesser forms than Combat or Carrier stored in protected facilities, such as those on Alpha Halo and Delta Halo, namely Infection Forms and Spores. Reseed the galaxy with intelligent beings and let those protected Flood specimens out and you have the Flood outbreak we see in Halo 1 and 2 again.
