Bacteria resistance occurs because antibiotics can't always kill off all of them--some survive and multiply, passing on their heightened resistance to the drug. We've seen only one instance where the Flood weren't able to instantly infect someone--Johnson. If the Flood can infect everything almost every time there's no impetus for change, and no chance for resistance. As far as we know there's no sort of Flood recombination, either through reproduction or somatic recombination. Meaning there's not many chances for mutation as far as we understand Flood infection. Based on the Pure Forms, I'm guessing that the only sort of mutation is driven by Graveminds--i.e., there's only intelligent design on a more macro level, reshaping biomass and calcium into new structures for the Hive and its defense. In some ways it makes sense for the Flood to not mutate. Mutations are often harmful. If you are deliberately engineering weapons, you want them to behave with a certain amount of consistency.
