I dunno, I think ODST's characters had more personality, and as far as Halo's previous characters, The Arbiter was a developed character in Halo 2. He had a redemption story and you saw him as a failure to the hero at the end. How he struggled to accept the Prophets lies and ally with Johnson. He's 5x better then Noble Team was. Though, I'm sure you're right that Bungie would say that, that Noble were full of personality and story...
