They didn't really have a base of : operations considering the PoA just went down. Exactly, which is why I'm incorporating elements from The Flood. Johnson was calling for help and got in touch with someone who seemed to know what they were doing. As soon as Foehammer shows up, we're treated to an explanation that the ODSTs have already established a base camp where that survivors can assemble and organize. In the original game, we never even see a camp or anything. Master Chief just gets air-lifted from one level to the next. That's something I intend to address.
