Remove all of it. : Respawning power weapons. Set the runtime maximum to 1; Only one person can have that power weapon at a time. Don't want it to respawn at all? Set the respawn time to never. Always be sure to keep the runtime minimum set to 0, or a new power weapon will take the place of the old as soon as it is empty and discarded. Granted, by playing in matchmaking one subjects themself to games where there are equipment and respawning power weapons. However, that is more due to playlist design than game mechanics. Of course, one would have to play matchmaking in order to subject themself to it's conditions. Regardless, custom games are available to those who would rather not play matchmaking. Both matchmaking and custom games are available to those who actually play Halo 3.
