Well I think you can mean a couple things by "canon plot".

Is Halo Wars plot canon?

Before you answer, I made a prediction about how the developers would ensure that Halo Wars' plot would not negatively impact Halo canon and it turned out to be true.

So there's a plot that is consistent with canon without contributing to it.

It is not hard to imagine, for instance, many pitched battles between human and covenant forces in several theaters that would not, in and of themselves, contribute directly to a victory on either side.

For instance, Covenant-Human battles on Installation 04 are essentially open for this kind of treatment, because eventually the Flood come out and decimate everybody, and then the Chief and Cortana detonate the PoA's engines and destroy the whole ring.

So either Covenant or Human victory in that campaign is possible (although ultimately irrelevant) and neither conflicts with nor contributes to Halo canon (much like Halo Wars doesn't).
