I think the development priority for Bungie's Halo games mostly went like this: Halo 1: First priority: Campaign Second Priority: Multiplayer Third Priority: There was no third priority Halo 2: First Priority: Online Multiplayer Second Priority: Campaign Third Priority: There was no third priority Halo 3: First Priority: Campaign Second Priority: Online Multiplayer Third Priority: Value-Added Features (Forge, Equipment, Films) Fourth Priority: There was no fourth priority Offline populations are still bigger than the online ones and Campaign modes are for them. Multiplayer is for the vocal minority that is online and wants to compete. Bots are a vaguely defined overlap area; multiplayer style play for people who are primarily, perhaps preferentially, offline players. It'd be hard to get the kind of feedback on managing bot play that you get from online multiplayer, since you don't know anything about the games being played offline, and unlike with Campaign, no amount of testing can cover all eventualities. At best, the experience would not be as good as the baseline for online multiplay as the best-written bots are not as inventive or intelligent as human players. It's sort of a worst of all worlds, when you think about it.
