In my experience, they seem to do it randomly. I may have had the Thunderstorm skull on, which would explain two Elite Majors. That struck me as kind of unique, and perhaps the skull had something to do with their behavior. Typically, the Elites will just loiter at the exit to the shield control structure. Killing the marines may not help. : i doubt it. can elites even sit on the tank (like they did in halo 2)? If memory serves, I've seen them do that.
