I agree-- they are obviously making note of this improvement in the engine's capabilities.

Which brings me back again to the question of how often they've used scaling. In Halo 1, with a more limited engine, they only had to scale truly massive objects and/or truly distant objects, the only exception being the T&R, which while large, surely isn't as big as the ring itself, Basis or Threshold.

Given that, if the Halo 3 engine is more capable of doing so than the Halo 1 engine, why would they choose to scale geometry for objects that are smaller and nearer?

In any case, it's neither here nor there-- I think I'm willing to concede that it is very likely that there is no specific connection between the render limit mentioned and the actual distance to New Mombasa.

However, it does seem to me that the artifact ought to lie upon a line between New Mombasa and Kilimanjaro, as we're told that lies behind the chief while he is looking out over the artifact and towards the city; the position of the Google Earth artifact is obviously so far from New Mombasa that you couldnt' see it, and even if you could, the relative positions of the mountain and the city would be different.
