Even though Bungie has said the Mombasa buidings are real geometry, I maintain that some elements may be differently scaled to enhance effects like distance. Assuming you could get past invisible wall barriers etc., it wouldn't at all surprise me, that although the building are 'real', they probably stand no higher than the Master Chief's knees if he were to approach them.
