Evil Masterchief = Spartan 117 clone?

The Level Chiron TL34 has teleport portals - if it was located on Mars, when did the UNSC get the Forerunner teleporter technology that we see on the other multiplayer levels on Halo?

Also, I believe that Frankie was dropping some plotline hints as he shows a depiction of the 'Evil Masterchief' - why put it there if it wasn't for a purpose?
