Yes, you have to get to a large subterranian area down a flight of stairs, but getting the stairs to drop down is the key. As I remember it, there is an outdoor area with three buildings, one of which contains a shield regenerator and another a pattern buffer. If my memory isn't failing me, there are some very well hidden switches on the back sides of two of the buildings. One of these causes a stairway to drop down that leads to a small room with some baddies and another switch that will get the main stairway to drop down in the L-shaped room. Let us know if you're still having trouble ;-) . And keep trying - it's the prequil to Evil and an excellent short scenario.
