Where are the Covenant A.I.'s?

Cortana is a pretty damn good A.I. She can easily access the Covenant battle net and bring you tactical informtaion on the fly. So where are the Covenant A.I.'s? I would think that with such high technology, the Covenant A.I.'s would be much smater than anything we could possibly manage to make. Are there any controling the ship or is the Covenant Ship Master the only one in control? Any thoughts?
