I don't know, I still think that the Covies ripped off all their technology from abandoned Forunner installations. This belief has been strengthened by the latest Halo book "The Flood" where they pretty much flat out say that's what the Covenant do (at least in my opinion). I don't think that they have ever actually encountered an A.I. and the concept has never crossed their minds. It may also be that the Covenant brain isn't capable of being stored in the form of a neural network because of the way it's structured. Or maybe their A.I. never leaves their home-world. Although it would seem like they would have made an exception for Halo seeing as how much information Cortana gained from Halo's central computer for the time that she was in it. This makes me wonder, what do the brains of a Covenant, say an Elite for instance, really consist of? Other than the obvious of course...but then who says they even have nurons?
