Gosh, once again a skip the references (bad Wado) but basically it is more than just speculation that the Covenant is way behind the humans in AI technology. The beginnings of AI technology exists in the Covenant but what humans can fit in a small chip might require a city-sized computer using Covenant technology. The Covenant are vastly superior in "organic" technology, however. Think about plasma for weapons as not being generated by stored chemical reactions but by a biological organism. The Covenant have never needed AI technology because their organic technology is so advanced. For example, the Covenant have scientists that figure things out and it would not surprise me if all of slip-space technology and navigation might be linked to a "pilot" or other organisms that can naturally think like a computer. Combine these "pilots" (i.e., Farscape and Dune like) with stolen Forerunner technology and you now have a competent space-faring race. Also, by the time of Halo, some of the Covenant ship prototypes were employing simple AIs for navigation, but this was based on stolen human technology and the prototypes were no where near a Cortana level. Of course, without those references I once had to all of this information, I can't really back up anything I'm saying here so it is only speculation.
