Timesplitters 2 and 3 had something similiar to this, where you could have 'map logic'. However, it was limited to when the map was running in "story mode". I remember building a working tic-tac-toe simulation in the map editor. It would be interesting to see something like that for a Halo game, although multiplayer might have sync issues with rules like that.
