None of the weapons create latency, however they will drop your framerate in split screen, which is the flame grenade and Fuel Rod cannons. The latency that would occur at that point is if the host had a framerate drop, which means the host would stop updating the simulation, which means everyone would get a nice healthy lag spike. The reason not all weapons were startable in Halo 3 was due to RAM limitations. Maybe they've engineered Reach in a way that they will make it so maps favor having all weapons on them so we can start with all of them, or just have a pop up that says "This weapon may not be available on all maps. If this weapon is not available on a map, it will be replaced with [starting weapon]". It really depends on if Bungie wants the game to be unbreakable or take a Perfect Dark route where Rare basically said "Okay, we're gonna let you have 8 bots.. but don't complain to us when the framerate goes poopy".
