To provide "auto-aim/bullet magnetism/whatever it's called" the game has to pick what it thinks you are aiming at. The game makes the decision based on what it thinks your target is. The game's opinion and your opinion may differ. Therefore the game moves the cursor as feedback, to tell the player what the game thinks is the player's target. You can then see when the game gets it wrong and you can hold off from firing until your intended target is reacquired. You see the game's mistake and can take action to reacquire. The game can always pick the wrong target whether the cursor is moved or not. (Because it still has to make a guess so it can 'magnetize' the bullets.) If they remove cursor moving then mistakes will still happen but you lose the feedback and any chance to correct. This wastes ammo, could lose you the benefit of surprise and leaves you frustrated when the wrong enemy gets hit when you knew that you had aimed for the other guy.
